Why Is My Vehicle Showing "RC Not to Be Transacted" on the VAHAN 4.0 portal?

What does NTBT mean? It is a digital freeze on your vehicle’s Registration Certificate, done by the Regional Transport Office (RTO), also called vehicle Flagging or temporary Blacklisting. The vehicle is still legally registered in your name, and you can legally drive it, but all RTO services and transactions get temporarily restricted. It is a form of blacklisting, which halts all paperwork concerning your vehicle and is removed only when the underlying problem is resolved. What are the NTBT Restrictions? Under the NTBT status, the following RTO services are restricted: Fitness & Registration Renewal: Commercial vehicles need a Vehicle Fitness Certificate every 2 years if bought within the last 8 years and annually for older ones, while private vehicles need registration renewal every 15 years. In both cases, the entire process on the VAHAN portal gets locked. Without access to a renewal, the vehicle certificate can legally become “Expired” or “Suspended”. And driving an unregistered (Section 39) or an unfit vehicle (Section 56) can lead to serious fines or immediate seizure of that person’s vehicle, according to the Motor Vehicles Act 1988. Hypothecation Changes (Loan Closure/Addition): One will be unable to add a new loan or remove an existing one on the vehicle when the NTBT status is active. Even if the last EMI is paid and the bank has issued a "No Dues Certificate," the bank will still be listed as a co-owner on the VAHAN portal. One will not be able to get an unencumbered RC smart card until that person gets full ownership of that vehicle. Request for Duplicate Documents: In the event of losing or damaging the RC smart card, vehicle owners will be unable to register for a replacement card. Request for No Objection Certificate (NOC): This document is required for establishing the history of a clean record and is necessary in the process of relocating to another RTO jurisdiction within the same state or to a different state. This document confirms the absence of active criminal records, financial liabilities, or pending legal disputes. RTOs and future potential buyers rely on this information to facilitate purchase without unknown liabilities.
